Trying to make sense of WV’s antique firearm rules

A buddy of mine runs a small pawn shop in Clarksburg and says he's getting mixed info on whether he can sell black powder rifles to felons under the antique firearm rule. I read through the 2021 bill myself and it looks legal but I still don't trust how every officer or judge might read it. Anyone seen this play out in real life?

Maybe I can rephrase this. My buddy's main concern is his FFL. Has any dealer in WV gotten pushback from the ATF or local police for completing this type of sale, even if the transfer was ultimately deemed legal?

I think in that case he's better off getting the answer from the ATF and having a printed copy in hand. No questions that way.
