Trying to make sense of WV’s antique firearm rules

A buddy of mine runs a small pawn shop in Clarksburg and says he's getting mixed info on whether he can sell black powder rifles to felons under the antique firearm rule. I read through the 2021 bill myself and it looks legal but I still don't trust how every officer or judge might read it. Anyone seen this play out in real life?
